He has an agenda in place and surrogates to guide its execution. Trouble is the Dems will probably find a way to jettison it. Biden wants to stay in power to finish his agenda. Unfortunately paranoia comes with aging. This is what I fear with another 4 years of Biden/Harris. I should comment; I’m 78.
